The fourth session of the 13th National People's Congress opened in the morning of March 5 at the Great Hall of the People in Beijing, with Premier Li Keqiang delivering the government work report.

Work review in 2020

• Annual GDP growth of 2.3%.

• Reduction of more than 2.6 trillion yuan for market entities for the year, including 1.7 trillion yuan in social insurance fee reductions.
•  
• All 5.51 million rural poor remaining at the beginning of the year were lifted out of poverty and all 52 poor counties were removed from the list.

• All treatment costs for newly crowned pneumonia patients are borne by the state.

"Major achievements in the 13th Five-Year Plan period

• GDP increased from less than 70 trillion yuan to more than 100 trillion yuan.

• Achieving a number of major scientific and technological achievements in the fields of human spaceflight, lunar exploration project, deep-sea engineering, super computing, quantum information, etc.

• The elimination of absolute poverty; 100 million people transferred from agriculture and other permanent residents settling in cities and towns; and the completion of the world's largest social security system.

"The main objectives of the 14th Five-Year Plan period

• Maintain economic operation in a reasonable range, and set the expected economic growth target for each year as appropriate.

• Control the urban survey unemployment rate within 5.5%.

• The average annual growth of R&D expenditure of the whole society is more than 7%.
•  
• Increase the urbanization rate of the resident population to 65%.
•  
• Reaching a forest coverage rate of 24.1%.

• Basic elimination of heavy polluted weather and urban black smelly water bodies.

• Growth of per capita disposable income of the population basically synchronized with the growth of GDP.

• Life expectancy per capita increased by another 1 year.

• Increase the basic pension insurance participation rate to 95%.

Development goals and key tasks for 2021

• GDP growth of more than 6%.

• Adhere to the organic combination of normalized prevention and control and local emergency disposal, strictly prevent the emergence of aggregated epidemics and the spread of disseminated cases, and orderly promote vaccine development and free vaccination.

• Adding more than 11 million new jobs in urban areas.
•  
• The deficit rate this year is to be arranged at about 3.2%, and no more special treasury bonds will be issued to fight the epidemic.
•  
• Raising the starting point of VAT for small-scale taxpayers from 100,000 yuan to 150,000 yuan in monthly sales.
•  
• Reducing income tax by half on top of the existing preferential policies for small and micro enterprises and individual entrepreneurs with annual taxable income of less than 1 million yuan.

• Guiding banks to expand credit loans, continuously increase the number of first-time lenders, and promote pay-as-you-go loans.

• Lowering or eliminating the work experience requirement for some of the entry-level professional qualification exams.

• Increasing the per capita financial subsidy standards for residents' health insurance and basic public health service funding by another 30 yuan and 5 yuan respectively.

• Reducing the burden of rental housing taxes and fees, and doing our best to help new citizens, young people and others alleviate their housing difficulties.
