"Optimize business environment" and take multiple measures to help enterprises expand business opportunities
Online and offline promotion of "specialty stores" to expand customer sources and increase sales
In order to boost the community economy and support SMEs to make good use of science and technology to expand their business, the Economic and Technological Development Bureau and the regional chambers of commerce have cooperated to implement the "specialty store plan". Since 2020, four stages have been implemented (five blocks in early October, outlying islands, Southeast Asian food and northern community food), with merchants spreading all over Macao and outlying islands. The plan is well recognized and welcomed by participating merchants, and the total number of specialty stores has increased to 230.
After entering the famous life consumption platform in the mainland, specialty stores have experienced leapfrog growth in terms of exposure, visits, sharing, etc. In addition, we continued to strengthen the publicity of the "specialty store plan" through online and offline linkage to help enhance the popularity of specialty stores.
Integrate scientific and technological elements with community characteristics to revitalize community economy.
In order to revitalize the community economy and improve the business situation of community merchants, the Science and Technology Bureau, in cooperation with the regional chambers of commerce, launched three activities, namely "Guanqian Hui", "Youluhuan" and "Youtaizai", in Guanqian District, Luhuan District and Taipa District respectively in November 2021, April 2022 and September 2022, to promote the development of the new experience economy in the community by using technology.
As of October 2022, 126 merchants in the three districts have participated in the activity, 1.178 million people have visited the activity website, and 524,000 electronic cash vouchers have been issued to participants through the activity. According to the results of the questionnaire, it is shown that the activity will help to extend residents' and tourists' stay in the community, stimulate consumption, and play a positive role in community business operation.
"Consumption Carnival" drives secondary consumption
In order to further promote the economic recovery after the epidemic and boost the market atmosphere, the Science and Technology Bureau and the Chamber of Commerce jointly organized a 20 week large-scale consumer promotion activity, "2022 City wide Consumption Carnival". As of October 2022, more than 23000 merchants had participated in the activity.
Investment promotion, water diversion and diversification: CCPIT completed nearly 500 investment plans
Investment promotion is an important engine to promote the moderate diversification of Macao's industry, and to introduce live water to the local market. The Macao Trade and Investment Promotion Bureau continued to strengthen its strategic and targeted work deployment in attracting investment.
In terms of optimizing the "one-stop" services for investors, through the mechanism of the investment committee composed of cross departments, coordinate relevant government departments to speed up the approval of project licenses and solve technical problems. In addition, in order to meet the development needs of the four industries, the Drug Administration has also joined the "Investment Committee" in July 2022.
From 2020 to October 2022, 762 new investment plans were received through the "one-stop" service for investors. In the past two years, there has been an upward trend. Nearly 500 investment plans have been followed up, and nearly 30% of them belong to four major industrial projects, namely, general health, modern finance, high-tech, exhibition and trade, with the R&D and manufacturing of traditional Chinese medicine as the entry point.
Investment promotion by exhibition: more than 5800 business matches have been arranged for exhibition and economic and trade activities
In terms of deepening the implementation of the work of "investment promotion through exhibition", CCPIT takes the principle of "positioning before the exhibition, follow-up during the exhibition and tracking after the exhibition" to make exhibition merchants deeply understand Macao's business advantages, help them settle in Macao or expand their business in Macao, and give play to the momentum of "industry+exhibition".
In the exhibition activities hosted/undertaken by CCPIT, the exhibition platform that gathers enterprises in different industry chains will create conditions for local SMEs to meet and negotiate opportunities. From 2020 to October 2022, CCPIT arranged more than 5800 business matches during the exhibition and economic activities to promote two-way trade and investment cooperation.
"Easy to use": financial technology helps merchants transform digitally
The Macao Monetary Authority coordinated with financial institutions to launch "Juyiyong" in 2021. All local mobile payment collection and payment terminals of Unicom facilitate residents and merchants to use any payment tool and machine when trading.
"JueEase" has so far covered 90% of Macao's merchants, driving the growth of mobile payment transactions. In the first nine months of this year, 190 million mobile payment transactions were recorded, amounting to 18.58 billion Macao dollars, which exceeded the total number of last year.
The open and win-win characteristics of "easy to use" have brought benign competition to Macao's mobile payment market and helped merchants transform digitally. Since the launch of Juyi, the service charge for accepting local QR code payment tools has been reduced by about 20% on average.
The HKMA also launched the "Fast Payment System" in 2021 to enable banks to provide "easy to count" fast small inter-bank transfer services, including instant, non instant and batch transfers. As of October this year, more than 300000 accounts have been registered and more than 2.7 million transactions have been handled.
In the future, the HKMA plans to expand its services to local Hong Kong dollar small inter-bank transfer and non bank payment institutions, provide diversified and convenient inter-bank transfer services, and further facilitate merchants to transfer funds.
"M Mark" boosts industrial upgrading and transformation
The Macao Manufacturers' Federation and the Macao Productivity and Technology Transfer Center have jointly launched the "M Mark Macao Product Quality Certification Plan" since 2018, which helps promote the upgrading and transformation of Macao's industry, improve product quality, consolidate consumers' confidence in the quality of Macao's products, and expand the Greater Bay Area market through systematic requirements such as product testing, regular factory evaluation, and quality certification.
By October 2022, a total of 42 products involving 23 enterprises have obtained the "M Mark" certification, including food, health food and medicine. The suppliers of "M Mark" products have been invited by many comprehensive tourism and leisure enterprises to become a list of cooperative suppliers, giving priority to the purchase of "M Mark" products.
In terms of promotion, in addition to setting up a special area for "M Mark" products for long-term display in Macao Pinhui, we also participated in several trade fairs. Through different media in the mainland, we made M Mark products more recognized and accepted in the Greater Bay Area market.
Electronic subsidy plan: improve the management efficiency of catering industry
In order to help Macao's catering industry to carry out technological and management reforms and improve efficiency, the Macao Federation of Catering Industry and Macao Productivity and Technology Transfer Center have launched the "Macao Catering Backstage Electronic Subsidy Program" since 2021. A total of 548 applications have been approved in the two phases of the program.
