Reasonably reduce the negative list of foreign investment access and further cancel or relax restrictions on foreign investment access; We will give play to the leading role of open platforms such as the pilot free trade zone, Hainan Free Trade Port, the pilot demonstration of the expansion of opening up of the national service industry, and the national economic and technological development zone. We will deepen reform in related fields in accordance with international high standard economic and trade rules, and steadily advance institutional opening.

Increase investment promotion efforts. Relying on major economic and trade exhibitions and various investment promotion mechanisms, we support the combination of "going out" and "inviting in" in various regions to carry out investment promotion activities. By building platforms and unblocking channels, we can fully showcase the potential of the Chinese market and investment opportunities, and create more opportunities for domestic and foreign investment docking.

Continuously providing services to foreign-funded enterprises. Fully leverage the role of specialized teams for key foreign-funded projects, improve collaborative guarantee mechanisms, deepen regular exchanges with foreign-funded enterprises and foreign business associations, and improve the timeliness and accuracy of key foreign-funded enterprises and project services. Timely coordinate and solve the "personalized" issues that arise in enterprise operation and project construction, promote the acceleration of the implementation and construction of iconic foreign-funded projects, and support the good development of existing foreign-funded enterprises.

Create an international first-class foreign investment environment. We have introduced and implemented the Foreign Investment Law, promoting the clearance of over 500 administrative regulations and documents that do not comply with the Law. The national version of the negative list of foreign investment access dropped from 93 in 2017 to 31 in 2022, solidly promoted the construction of high-level open platform such as free trade pilot zones and free trade ports, issued the Guiding Opinions on the High Quality Implementation of RCEP, accelerated the process of joining the CPTPP, promoted the establishment of a working group for China's joining the DEPA, and accelerated the docking of international high standard economic and trade rules.

Relying on China's super large market advantage and attracting global resource elements with domestic systemic circulation, we should not only retain a high-quality stock of foreign capital, but also attract more high-quality foreign capital to improve the quality and level of trade and investment cooperation.

At the same time, in China, an efficient and smooth circulation system can connect production and consumption on a larger scale. The Ministry of Commerce will accelerate the filling of the gaps in urban and rural circulation development, create a smart and convenient consumption carrier, and promote the recovery and expansion of consumption.

Promote the integration of domestic and foreign trade, and promote the connection of standard systems. We will carry out pilot projects for the integration of domestic and foreign trade in 9 regions, including Zhejiang, to promote the integration of domestic and foreign trade laws, regulations, and regulatory systems. Promote a special pilot project for standardization of commercial circulation in the service industry, formulate standards in areas such as electronic contracts and fresh e-commerce, and promote the integration of standards with international standards.
