Shunyi District's 'Two Zones' Development Makes Phased Progress
Shunyi District has made phased progress in the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone ("Two Zones" for short).
In policy research and innovation, Shunyi District has placed great emphasis on enhancing trade facilitation and consistently driving development through openness. The district prioritized sectors in which it holds advantages and distinctive characteristics, such as cross-border medicine and healthcare, aviation services and cultural trade. The district has proactively undertaken pilot projects aimed at innovating intelligent supervision at checkpoints within the National Special Customs Supervision Area. As a result, it has introduced 15 pioneering national policies or pilot national initiatives, including the integration of duty-free services, bonded services and cross-border e-commerce.
Notably, seven of these policies have been recognized as breakthrough measures for advancing the development of the "Two Zones" in Beijing Municipality, accounting for 22 percent of the total policy count.
To date, the district has developed a total of seven practical cases in the Shunyi Cluster of China (Beijing) Pilot Free Trade Zone. These cases highlight reforms and innovation, such as the New Method for Tianzhu Comprehensive Bonded Zone to Streamline Cross-Border Medicine Trade through Standardized Systems and the Two-Way Innovation Mechanism for Sino-German Industrial Cooperation. These endeavors are valuable in exploring and implementing measures to enhance cross-border trade facilitation and foster new business models and formats in Beijing.
To attract projects to land in the district, Shunyi District is leveraging policy dividends to propel future development. As a result, a series of high-quality projects have been successfully implemented one after another. In the first five months of 2023, the district had 499 new projects added to the project pool, accomplishing 96 percent of its annual objective and boasting an estimated new investment of CNY 43.4 billion. In addition, the district had executed a total of 387 projects, with 39 of them being foreign-funded.
In 2023, the district will prioritize 23 key tasks in the development of "Two Zones".
With a primary focus on achieving high-quality development, the district will strive for continuous breakthroughs in institutional innovation and unleashing policy dividends so as to enhance opening up and drive progress in the region.
