Emphasizing Efficiency: Further Upgrades in 'Two Zones' Development in Beijing's Shunyi District
Since the onset of 2023, Shunyi District has made efficient strides in developing the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones" for short). So far, it has introduced a total of 848 new projects, securing its place as the second in the city. Surpassing its annual target, the district has commenced an advanced stage in the development of the "Two Zones".
Shunyi District has been steadily undertaking high-quality projects. To date, 542 projects related to the "Two Zones" development in Shunyi District have been completed, earning the district the first place in project completion citywide. At present, 302 projects are under active development, placing the district second in terms of ongoing works in the city. A number of projects, noted for their robust developmental impact, broad influence, and substantial significance, are making smooth progress.
Shunyi District is progressively realizing the beneficial effects of policy innovation. The district is leveraging its characteristic strongholds across areas such as cross-border medicine, aviation services, and cultural trade. It focuses on enhancing trade facilitation and reaping the benefits from policy innovation. Leading the way, Shunyi District has pioneered the implementation of intelligent customs supervision checkpoints in national special customs supervision areas. This initiative bolsters the enhancement of the cross-border trade business environment and implements 15 national ground-breaking or pilot policies such as "duty-free, bonded, and cross-border e-commerce". Among these, seven policies have been recognized as significant breakthroughs for Beijing's "Two Zones" development, representing 22 percent of the overall policy.
Shunyi District has kept enhancing its business environment. The 2023 Work Plan for Shunyi District "Two Zones" Development has been formulated with a focus on high-quality development. The aim is to elevate the key functions of the industrial parks, expand openness across seven major fields to higher standards, promote key elements of openness to an advanced level, optimize the business environment to surpass standard expectations, and drive this year's key tasks toward completion.
