Beijing's Trade Facilitation Achieves New Levels
Beijing's cross-border trade facilitation is poised to reach new levels. Recently, Beijing Municipal Commerce Bureau has issued the Implementation Plan of Beijing Municipality for Further Opening up Service Sector and Enhancing Trade Facilitation (hereinafter referred to as the Plan), which proposed measures to further improve port service and support capabilities, promote reforms in trade supervision models, and elevate the level of trade liberalization and facilitation.
According to the Plan, Beijing will speed up the construction of a comprehensive service platform for its "Dual Hub" airports, gradually digitizing the entire process encompassing port operations, customs supervision, and enterprise services at both Beijing Capital International Airport and Beijing Daxing International Airport. Meanwhile, Beijing will enhance communication and coordination with relevant departments, such as the Civil Aviation Administration of China, to promote the sustained recovery and expansion of international routes connecting Europe and America from Beijing's two airports, as well as expand air cargo transshipment business, thereby boosting the cargo volume at these airports and enhancing the international competitiveness of the "Dual Hub" system.
In order to further improve the port service and support capabilities, Beijing will move faster to improve port facilities and functions, facilitate the swift operationalization of the designated supervision sites for inbound fruits and chilled aquatic products at Daxing International Airport, and promote the construction and commissioning of specialized warehouses for international express delivery, cross-border e-commerce, cold chains, and consolidated cargo in the airport's cargo area, thereby elevating its ground cargo support capabilities.
As important platforms for expanding opening up, comprehensive bonded zones in Beijing will continue to carry out pilot programs. As per the Plan, the Comprehensive Bonded Zone of Daxing International Airport will explore the implementation of a high-efficient customs clearance model that integrates the zone and the port. Similarly, the Zhongguancun Comprehensive Bonded Zone will pilot smart supervision, highlighting R&D and innovation features to help enterprises conduct R&D and innovation businesses.
The trade regulation model will also undergo further reform and innovation. Beijing will pilot a scheme that permits certain remanufactured products to be imported and supervised as new products and allows qualified enterprises to act as agents for importing cell and gene therapy products, as well as clinically urgent drugs, which have been assessed for safety risks. In the future, eligible enterprises can consolidate the import needs of approved units in the Beijing area for cell and gene therapy products and clinically urgent drugs that have received import approval from the drug regulatory authorities. These enterprises can then centrally submit applications for approval of entry and exit health quarantine on special goods. The measures are expected to improve the efficiency of health quarantine supervision and customs clearance.
