China Advances CPTPP and DEPA
Progress on CPTPP
China continues to make significant strides in its efforts to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Ministry of Commerce spokesperson He Yongqian emphasized that the government has conducted thorough assessments of the agreement's provisions, particularly in key areas such as trade in goods, services, investment, and government procurement.
To demonstrate its readiness, China has provided the CPTPP committee with detailed external communication documents, showcasing its capacity to meet the agreement's stringent requirements. Additionally, reforms and legislative adjustments have been initiated, targeting intellectual property protection, environmental standards, labor rights, and government subsidies. These measures are complemented by pilot programs in free trade zones, including the Hainan Free Trade Port, where new policies are being tested.
Engagement with existing CPTPP members has been extensive, involving multi-level dialogues and technical exchanges to address specific requirements. Moving forward, China aims to deepen discussions with member countries and ensure alignment with the high standards expected under the agreement.
Advancements in DEPA
China has accelerated its negotiations to join the Digital Economy Partnership Agreement (DEPA), a cutting-edge trade framework initiated by New Zealand, Singapore, and Chile. Since formal negotiations began in August 2022, China has engaged in five ministerial-level meetings and numerous technical consultations, covering topics such as trade facilitation, data governance, cybersecurity, and digital inclusion.
The latest round of discussions took place during the APEC Ministerial Meeting on November 14, where participants reviewed progress and set a roadmap for the next phase. Specific initiatives, such as the adoption of electronic invoices and bills of lading, have been actively promoted in collaboration with DEPA members. These efforts underscore China's focus on advancing practical digital trade solutions.
In parallel, China has explored emerging technologies and digital identity systems through exchange seminars and joint projects. These initiatives aim to position China as a key contributor to DEPA's vision of a connected and inclusive digital economy.
