Over 130 representatives from companies, law firms, and business associations attended the press event hosted by the Qianhai Management Bureau, which outlined reforms spanning judicial, prosecutorial, arbitration, intellectual property, and notarial services.

The Qianhai Collaboration Zone People's Court introduced the “Enterprise Empowerment in Action”initiative. This package aims to align cross-border legal frameworks, translate key research—such as the “Study on Legal Rule Alignment in the Guangdong-Hong Kong-Macao Greater Bay Area”—into actionable benefits, and innovate mediation mechanisms. These steps are intended to establish an international commercial dispute resolution center and streamline trials for foreign-related commercial cases. Xie Wen, Deputy Director of the Trial Management Office, emphasized that these measures underscore a judicial commitment to serving both the people and the business community.
Pro-Business, People-Friendly Measures
The Qianhai Prosecutor's Office rolled out its “Pro-Business, People-Friendly Measures”to reinforce market order and boost prosecutorial efficiency. Key initiatives include enhancing the financial prosecution studio, intensifying the crackdown on emerging financial crimes, and forming a dedicated center for Hong Kong enterprises while strengthening cross-border collaboration with Shenzhen. Wang Yongcheng, Director of the First Prosecutor's Division, noted that these measures are designed to offer more accessible legal services to enterprises.
Pioneering Arbitration and IP Protection
The Shenzhen International Arbitration Court is setting up a global arbitration center in collaboration with Hong Kong and Macau, extending fee reduction policies, and pioneering new arbitration channels—especially for intellectual property disputes. Similarly, the China (Shenzhen) Intellectual Property Protection Center has introduced tailored service packages covering the entire IP lifecycle, from startups to industry leaders, thereby bolstering innovation and competitive edge.
Digital Innovations and Notarial Services
Complementing these reforms, the Shenzhen Qianhai Notary Office has launched 24/7 services, specialized counters for enterprise and international cases, and personalized one-on-one assistance to safeguard contracts and evidence. Additionally, five innovative digital legal products have been unveiled:
