France Invest's Proposals to Mobilize Private Investors and Accelerate Innovation, Reindustrialization, and European Sovereignty
On the occasion of its Investors Forum, France Invest presented its 12 proposals to Enrico Letta, Minister Roland Lescure, Senator Vanina Paoli-Gagin, Deputy Charles Rodwell, and other key stakeholders (including CPME nationale and Numeum).
The Challenge is Clear: If Europe takes action, it must act faster and go further. Strengthening private equity is essential to safeguarding our competitiveness and economic sovereignty.

At the European Level:
Establish a European savings label to enable individuals to fund the EU economy.
Develop pension funds to increase investment resources.
Support innovation and reindustrialization projects, prioritizing returns for private investors alongside public actors (modeled on Canada's proven approach).
Relax prudential rules to unlock capital.
Revise European regulations to boost venture capital.
Remove barriers to cross-border investments.
Adjust SME definitions to ease access to financing.
At the French Level:
Mobilize retirement savings by incentivizing institutional investors to fund long-term projects.
Encourage individuals to direct savings toward productive investments via public guarantees, tax incentives, and structured financial products.
Support large companies in reinvesting capital into long-term projects through corporate venture.
