Sber and Minfin to embed artificial intelligence into the budgeting process
Sber and the Russian Ministry of Finance (MinFin) have developed the first AI agent in public governance to streamline the budgeting process. This AI agent was created based on the GigaChat large language model. The pilot implementation of the solution is scheduled for the next budgeting cycle, the parties announced at the 27th St. Petersburg International Forum.
The AI agent will be integrated into the Electronic Budget system. Artificial intelligence will help formulate proper requests and match the semantics to the selected area of interest and government program. The AI agent will instantly provide a solution and decrease the number of improper requests and denials, as well as free up up to 70% of civil servants' time.
With the new AI agent, MinFin experts will customize AI-driven solutions themselves and apply LLM skills to change the structure and items of state program budgets. AI adoption will allow for quicker request processing, especially in the busy season (in June and in September), which is critical for federal-level tasks.
Herman Gref, CEO and chairman of the Executive Board, Sberbank:
Artificial intelligence increasingly penetrates our lives, healthcare, education, and business processes across economic sectors. However, public administration also has vast potential for AI adoption. The new GigaChat-based AI agent that we are developing together with MinFin will drastically improve the budgeting process. This cutting-edge solution will make a significant contribution to managing the budget and other key governance processes.
Anton Siluanov, the Russian Minister of Finance:
Artificial intelligence will provide reliable assistance to finance officers, as it will take charge of the routine calculations and analysis. However, we should bear in mind that the budgeting process is all about decisions, including those intertwined with politics and understanding the needs of people and companies. It’s not only about numbers on the screen. That’s why final decisions should always be made by humans.
