Leveraging Strategic Zones: How Beijing’s Daxing District is Shaping Global Connectivity and Investment Opportunities
In recent years, Beijing's Daxing district has transformed into a nexus for international industries, becoming a critical player in the city's strategy to promote high-quality development within the Beijing-Tianjin-Hebei region. The district's focus on four key “window parks” is proving to be an innovative approach in linking global industries to China. These parks—each focusing on different sectors—are attracting a wide range of international enterprises, positioning Daxing as an attractive destination for foreign investment.
International Cooperation: A Gateway for Foreign Enterprises
At the heart of Daxing's ambition lies the Beijing Japan-China Innovation Cooperation Demonstration Zone, which stands as China's first international cooperation zone centered on innovation. Launched in 2020, the zone is one of Beijing's key industrial clusters, focusing on advanced manufacturing and related industries. Since its inception, it has attracted 525 projects, including 142 foreign-invested enterprises, and established a robust international ecosystem.
According to Zhang Genxue, the zone's general manager, the demonstration area has created valuable partnerships with 22 chambers of commerce, 8 research institutes, and 27 financial institutions globally. “Our goal is not only to attract Japanese companies but also to create a platform for two-way international cooperation,” said Zhang. Through this, the zone is fostering the exchange of ideas, technologies, and innovations, all of which support China's objective to become a global leader in technology and innovation.
Energy and Sustainability: The Rise of Hydrogen Energy Innovation
Daxing is also leading the way in future energy solutions, particularly through the Daxing International Hydrogen Energy Demonstration Zone. This zone has rapidly developed, transforming a former automobile parts manufacturing facility into a cutting-edge center for hydrogen energy innovation. By attracting leading hydrogen energy companies, Daxing has already established a full industrial chain encompassing everything from hydrogen production to fuel cell technology and vehicle applications.
In just one year, over 230 hydrogen enterprises have settled in the zone, contributing to the region's growing importance in the global hydrogen energy sector. The demonstration zone has also launched several key projects, including the successful deployment of over 1,600 hydrogen fuel cell vehicles across the Beijing-Tianjin-Hebei region. Notably, Daxing's collaboration with the Beijing Administration for Market Regulation has led to the creation of a National Hydrogen Fuel Cell Vehicle Quality Testing Center, set to fill a critical gap in North China's capabilities for testing and certifying hydrogen fuel technologies.
Biopharmaceutical Growth: Fostering High-Growth Enterprises
The Daxing Biopharmaceutical Industry Base, often referred to as “China's Pharma Valley,” is another focal point in the district's industrial development. Spanning over 20 years of growth, the base has become China's largest biopharmaceutical industrial park. It is home to more than 800 companies spanning a diverse range of sectors including vaccines, traditional Chinese medicine, high-end medical devices, and cutting-edge fields such as gene therapy and RNA-based drugs.
Among the companies thriving in the base is Mingji Biopharmaceuticals, a rapidly growing firm specializing in innovative antibody drugs. Established by a team of overseas returnees, the company has already launched several drugs with proprietary intellectual property. As the sector continues to grow, the collaboration between industry leaders and research institutions in Daxing has created a dynamic ecosystem that continues to drive innovation in the biopharmaceutical field.
Strategic Location: The Daxing Airport Economic Zone
The Daxing International Airport Economic Zone further enhances the district's global connectivity. Located at the southernmost tip of Beijing and in close proximity to Hebei, the area surrounding the new Beijing Daxing International Airport is now a hotbed for investment, benefiting from the region's integrated transport network and favorable policies.
With its proximity to the airport, the Free Trade Zone (FTZ), and the Comprehensive Bonded Zone (CBZ), the Daxing Airport Economic Zone is becoming a highly attractive destination for international firms. This zone is designed to lower business operating costs by offering tax breaks and facilitating easier access to international resources. “The strategic advantage of being near Beijing Daxing International Airport, with its extensive international connectivity, makes this area an ideal location for global businesses,” said Wang Lunmao, Vice General Manager of Beijing New Airport City Holding Co.
Already, several international enterprises have established operations within the zone, particularly in sectors like biopharmaceuticals and high-end manufacturing. The zone is expected to play a critical role in Beijing's broader efforts to establish a globally integrated industrial ecosystem.
Implications for International Businesses
For international investors and businesses, Daxing represents a significant opportunity to tap into China's rapidly growing sectors. Its well-planned industrial parks and favorable policies create a conducive environment for foreign enterprises seeking to expand their footprint in China. The focus on innovation, sustainability, and high-tech industries makes Daxing a compelling choice for companies involved in cutting-edge fields such as hydrogen energy, biopharmaceuticals, and advanced manufacturing.
Moreover, Daxing's strategic location near major transport hubs like the Daxing International Airport and its position within the Beijing-Tianjin-Hebei integration plan ensure seamless access to both domestic and international markets. For multinational companies, the district offers a unique blend of business-friendly policies, robust infrastructure, and proximity to China's key economic centers.
